About Central Library GMC Handwara

A Library is a curated collection of sources of information and similar resources, made accessible to a defined community for reference or borrowing. It provides physical or digital access to material and may be a physical location or a virtual.The library supports Medical education, Research, and clinical care with a wide collection of textbooks, journals, and digital resources. It provides access to PubMed, MEDLINE, clinical tools, access to NDLI initiative and national e-resources through the One Nation One Subscription (ONOS) initiative,ensuring seamless access to high-quality e-resources.Equipped with modern infrastructure and a student-friendly environment, it serves the academic and clinical needs of undergraduates, postgraduates, faculty, and healthcare professionals.

Aims And Objectives:

  • Provide modern, technology-driven library services to support medical education,research, and clinical excellence.
  • Manage and maintain library collections, including medical journals, textbooks, anatomical models, and digital resources.
  • Facilitate access to e-resources including e-books, e-journals, and clinical decision-support tools.
  • Promote evidence-based teaching and learning in both academic and clinical settings.
  • Enhance digital literacy and user skills in retrieving and managing medical information.
  • Collaborate with academic and clinical departments to enrich curriculum and patient care.
  • Support the academic, clinical, and research needs of students, faculty, residents, and staff.
  • Provide high-quality information across medical and allied health specialties.
  • Ensure a user-friendly, organized library space that fosters learning and innovation.

Collection of Print And Digital Resources :

  • Total Collection = 3525 + Books (upto-2025).
  • Print Journals ={10 International} {20 National} (upto-2025).
  • 13000+ Journals access enabled E-Resources through ONOS Portal.
  • Access to National Digital Library of India (NDLI) initiative.

Services Offered :

  • Browsing Section:- Equipped with LAN-enabled systems, with e-resources accessible via the campus network and remote login.
  • Reading Hall:- Comfortable, well-lit, and quiet space for students and faculty, with capacity of 200 users.
  • Reprographics Section:- Printing, photocopying, and digital literacy assistance.
  • Circulation & Lending:- Issue and return of resources.
  • Reference & Research Support.
  • E-Resources & ONOS Portal Access.
  • User Orientation:- Training in use of library tools and databases.
  • Digital Library Services.
  • Display of New Arrivals of Periodicals.

Library Rules & Regulations :

The following rules shall govern the use of the Central Library and are to be strictly followed by all users:
1. Membership & Access

⮚ Access to the library is restricted to authorized members (students, teaching & non-teaching staff) possessing a valid library ID card.

⮚ The library card is non-transferable and must be used only by the person to whom it is issued.

2. Discipline & Conduct

⮚ Silence must be strictly maintained inside the library.

⮚ Any act disturbing other users or interfering with library functioning is not permitted.

⮚ Use of mobile phones is prohibited; phones must be kept on silent mode.

⮚ Smoking and consumption of beverages are strictly prohibited.

⮚ Carrying combustibles, explosives, or corrosive substances is not allowed.

3. Personal Belongings & Cleanliness

⮚ Personal belongings must be deposited at the designated counter. The library shall not be responsible for loss or damage.

⮚ Consumption of food is not permitted inside the library.

⮚ Users must maintain cleanliness; spitting or littering is strictly prohibited.

⮚ Users should not leave personal belongings on desks to reserve seats.

4. Care of Library Property

⮚ Users must handle library materials carefully. Marking, tearing, or damaging books is strictly prohibited.

⮚ Vandalism, misuse of property, and defacing walls or furniture are strictly prohibited.

⮚ Notices, posters, or publicity materials shall not be displayed without permission of the Librarian.

5. Issue & Return of Books

⮚ Users must check books for missing pages at the time of issue and report immediately.

⮚ Borrowers shall be held responsible for any damage or missing pages found later.

⮚ All issued materials must be properly recorded before leaving the library.

6. Library Transactions & Records

⮚ Books and materials being taken out must be shown to the library staff at the exit.

⮚ Users must ensure proper issue/return entries before leaving the library.

7. Library Card Rules

⮚ Loss of library card must be reported immediately.

⮚ Duplicate card may be issued on payment of Rs.150.

⮚ The user shall be responsible for any misuse of the card until it is reported lost.

8. Fine & Replacement Policy

⮚ Books Must be returned within 15 days, failing which a fine of RS,10/-per day after 15 days and Rs,20/-per day after 30 days shall be charged.

⮚ In case of loss of a book, the borrower must replace it. If not replaceable Five times the cost for Indian Publications Cost (with current conversion) + 20% fine for foreign publications.

9. Reference Materials

⮚ Reference books, journals, newspapers, and magazines shall not be issued outside the library.

10. General Provisions

⮚ Library facilities may be withdrawn in case of misuse of membership or violation of rules.

⮚ The Librarian reserves the right to recall any issued book at any time.

⮚ Use of the library is subject to adherence to all rules and regulations.

LIBRARY STAFF
1. Sajad Ahmad Kumar – Librarian

Mr. Sajad Ahmad Kumar is a qualified and experienced librarian with expertise in digital resource management, library automation, and academic support. Committed to providing efficient, research-oriented services, he plays a key role in fostering an academic culture at GMC Handwara. Mr. Sajad Ahmad Kumar holds a Bachelor of Science (B.Sc) from SP College Srinagar (2013–2015) and a Master’s in Library and Information Science (M.LIS) from the University of Kashmir (2017–2019). A Certificate in Library and Information Science(2023), an ITI in Computer Operator and Programming Assistant(2016), and a One-Year Diploma in Computer Applications. And has qualified JKSET June 2022 and UGC-NET (twice) June 2023 & December 2023 in Library and Information Science, conducted by NTA and holds an NCC "C" Certificate with Alpha Grade.
